All bargaining unit employees not at the maximum of the salary range shall be eligible for a satisfactory performance increase on the employee’s anniversary date.

For fiscal year 2008-09, the City agrees that if the City makes an offer on an across-the-board wage increase of one set percentage for fiscal year 2008-09 to any other bargaining unit, i.e. all of the employees in any other existing bargaining unit, then the City will offer the same across-the-board increase to employees in the bargaining unit covered by this Agreement. The term “across-the-board” increase does not include any of the following: a wage adjustment to an individual employee; a wage adjustment based on a satisfactory performance increase; a wage adjustment based on a promotion; a wage adjustment based on a position reclassification; a wage adjustment to any employee with an individual contract; or any wage adjustment awarded via interest arbitration or grievance arbitration. The term “offer” shall mean any formal written proposal by the City on an across-the-board wage increase made to any other bargaining unit.
